Bill Dougherty

Senior Scientist

Bill is a professional engineer with broad experience in engineering analysis and regional planning. In recent years, he has worked on projects in Morocco, Sudan, Pakistan, Thailand, and South Africa, focusing on energy system modeling, institutional capacity appraisal, statistical analysis of traditional energy markets, and development of environmental externality values. In the U.S., his research has included an analysis of the social costs and benefits of switching to alternative fuel vehicles, modeling of national policies in the electric and transport sectors for reducing greenhouse gas emissions, and assessing transportation demand management options. Dr. Dougherty has also been a key contributor to the development of analytical tools to assess air quality, health, and environmental impacts of electric resource supply options and alternative regional transportation strategies.

Bill received a Ph.D. in Regional Planning from the University of Pennsylvania in 1991.
